Oversight at BCMCF is also provided by a three-member Bay County Department of Human Services Board. Two of whom are appointed by the Bay County Commissioners and one by the Governor of the State of Michigan.

A transplant from the South, Cindy holds a Bachelor of Science degree in Elementary Education.
While she enjoyed her eight years of teaching Jr. High English and Math, an opportunity arose that led her in quite a different direction...the legal world. She was hired as a victim advocate in the Bay County Prosecutor’s Office in 1994, was promoted to Victim Rights Coordinator in 1998 where she continues to work.
Cindy has served on the Board of Directors for the Bay Area Women’s Center, the Nathan Weidner Child Advocacy Center / Child Abuse & Neglect Council, the State of Michigan Crime Victim Forum, the Sexual Assault Prevention Task Force, the Domestic Violence Community Response Team, the Sexual Assault Nurse Examiner Task Force, and the Bay County Child Death Review Team.
Cindy was appointed to serve on the DHHS Board by Governor Snyder in 2012, where it has been her honor to work with such a dedicated group of people to enhance the services and care to the residents of the Bay County Medical Care Facility.
Chair: Sandy D. Shutt MA, BSN, CPHQ, CHIT-IM, RN
Sandy was appointed to the Board in October, 2017 and brings over 40 years of nursing experience in the areas of critical care, nursing education/administration and case management. Additionally she has held positions on national boards of directors of NNSDO(National Nursing Staff Development Organization) and ANA(American Nurses Association), worked closed with the NALTH (National Association for Long Term Care Hospitals) in the development of nationally accepted standards for admission, discharge and continuing stay for patients in the long term acute care arena. Sandy has lectured nationally on topics of trauma nursing and operational efficiencies, for which her department received the Goldberg Award for excellence. Sandy has developed numerous clinical educational programs, focusing on critical care nursing and served as a state EMT evaluator.
Sandy holds a Master of Arts, Health Care Administration from Central Michigan University, BSN from SVSU and has held multiple national certifications for various clinical and operational organizations. She has extensive knowledge in healthcare facility accreditations, including CMS (Center for Medicare/State of Michigan), JCAHO(Joint Commission on the Accreditation of Hospital Organizations) and HFAP( Healthcare Facilities Accreditation Program), plus state processes through the QIO(Quality Improvement Organization). Sandy has worked closely with multiple insurers obtaining and substantiating admissions and continued care for her clinical population. Sandy is pleased to have the opportunity to utilize her past experiences to enhance the care provided the Bay County Medical Care Facility patients.
